Loud Power Supply

So i just bought a brand new Rosewill HIVE 750W power supply. The main reason being that my old PSU was by fay the loudest part of my PC. After installing the new Rosewill HIVE, the noise is almost the same, PSU is still by far the loudest part of my system. I dusted the area under the case, cleaned the dust filter and dusted the entire case. The wierd thing is the ait being blown out the back of the PSU is cold, Could that mean the fan is spinning fast for no reason? Is there something in the BIOS or power settings somewhere that could be causing the problem? My old PSU was a GreenMe which is some chinese brand, the PSU just came with my pc. Thanks for any help. :)

The sole purpose of a psu fan is to cool and protect the psu.
Usually, a psu fan will not spin up until the psu is under heavy load.
What is it powering? In particular what graphics card/s?

If it is not working hard and the fan is still running fast, I would try to return the psu.
The Hive is a much better unit than the no name you replaced it with but it's not marketed as a quiet unit. If you are truly looking for a silent unit then the higher end Seasonic and Seasonic built units ( XFX etc. ) have a hybrid switch that allows the fan to be off until a certain temperature is reached. There are also completely fanless units although they top out at about 520 watts.

There is not really anything to do about the Rosewill you have now except replace the fan. That would void your warranty though so it's up to you if it's worth it.

Solution
The new one is not nearly as loud as my old PSU, i was just confused since generally all my old PSUs have been the quietest part of my system, in fact it is pretty much silent at idle, from my desk.

 
Since you changed the psu and the noise persisted,
are you certain that the psu is the source of the noise?
Use a paper tube to your ear and the other end to the various fans.

Your psu should be plenty to power your parts and still loaf.

If you decide to return the psu, you could look for a gold rated psu that will be more efficient.
Seasonic X series gold has a warning to not be concerned if the fan never runs.
