Question Low 3090 Usage

My RTX 3090 only runs about 30% when I'm running games. This is what I'm presuming is causing low FPS even on low settings on video games. My PC should easily be able to handle titles like Rust, Valorant, Minecraft, and GTA V but for some reason the fps for some of these games is unplayable. Here are my Specs, AMD Ryzen 9 3950X, NVIDIA GeForce RTX 3090, 4 8gb Ram DDR4 4000 MHz, Samsung 1TB SSD, NZXT Kraken Z3

What's your PSU? Get HWMonitor, check your CPU and GPU temperature and rail voltage, both idle and under load, and post them here.

Also check GPU-Z for GPU and memory frequency, GPU wattage, and perfcap reason.
