low budget build that can run sims 3

I need to build a computer (Hopefully under 400$) that can run sims 3 with a steady framerate, I am building this for an 11 year old so it doesn't really need anything special.
I also live in Canada so I usually buy my parts at Canada Computers.
Also I already have an OS so don't worry about that.

Somthing based on an AMD Quad Core APU system would be more than enough while keeping costs down.

Sims 3 is not what you would call a graphic extensive game integrated graphics would do but I think with that budget you could get a gpu a pentium dual core a, a low end gpu , and 4gn of ram is more than enough
