So, the question is simple, I am considering low budget upgrade, and the question is simple what should I go with?

Specs:
CPU: Intel i5 4460 3.2GHz
GPU: Gainward Geforce GTX 760
RAM: 8GB DDR3
SSD: 256GB
HDD: 1TB
PSU: EPS-650W
Motherboard: Gigabyte GA-B85M-D2V

If it is not possible or ain't worth it, please tell me :)

Thank you for your help!

Solution
I have 1080p 144hz monitor, and play games that my current spec is capable of, all variety of games. Budget would be aroun 400-500eur.
aight, here is what i would do.
Keep the SSD,HDD,GPU,everything else sell.

This should be able to last you without upgrading anything for 5 years.
The motherboard i put in supports the new Rocket Lake 11th gen intel cpu's lineup, which you can upgrade to any time you want, but i dont think 10400F will be in need of upgrading any time soon.
I said keep the GTX 760,until this graphics card situation cools down.
If you were to buy a GPU now,you would spend all your money on a 1660 super, which would not be wise.
Your powersupply is pretty old and pretty bad,so you should replace it.The unit i put in this list is efficient enough to power a 3070,so you should be good on that.
The main reason i want to upgrade the CPU/MOBO/RAM is because Haswell (4th gen intel cpu's)is a dead platform and it would honestly be a waste of money upgrading to i7 4770/4790,when you have 500 euros to spend.
After this GPU situation calms down, you should be able to see 1660 super for 300$ new,on the used market they ussually go for 200-250$

Just wow, sir! Thank you, a lot to consider.

And may I ask why aren't you recommending anything from the AMD Ryzen cpu's and Radeon gpu's? Is it your personal experience or is there another reason for that, because from what I heard they're the cheaper alternatives for intel processors and nvidia gpus:)

But you gave me invaluable pieces of advice, thank you once more.

Honestly you can go this route if you want

It will be more expensive, and also 3600 performs a bit worse than 10400F in gaming,so not really worth it in my opinion.
5600X is better than 10400F in gaming, but retails from 300$,so with this budget its not worth it.And also 10400F is in my opinion more than enough for normal gaming needs.
It all sounds good, you know like wow he has 10900K with a 3090,but when you realise that someone paid 3000$ + for his build, only to perform a bit better than 1500$ in gaming, you realise its not really worth it.That how i view this whole new cpu situation.
There is no doubt 5600X is a beast of a gaming cpu,but i would rather pay for the 10400F all day if im just gaming.Way better value in my opinion

Ummmm.......why do you need that ram and that motherboard I made this list which is lower than the i5 10400f https://pcpartpicker.com/list/tq6VZZ
Solid choices.
With ryzen, when changing ram speeds and latencies you will for sure notice the difference, especially in cpu intensive games.
3200mhz is enough for the 3600,but do you want to buy lets say a 5800X to upgrade from the 3600 and be stuck on 3200mhz?
And with those higher end chips like 5800X (not that 3600 isnt high end im just saying),you want to have faster ram speeds since they can utilize it better. Also you can manually overclock the ram by messing with voltages and other stuff.
And the most important part, the ram is RGB ;)
Now onto the motherboard,Asrock b450m steel legend is again a solid choice for 3600,but a b450 microatx board might not be the best thing for a 5800X,which runs hotter out of the box than the 3600 (all Vermeer cpu's run hotter than the previous generations ) so you need good vrm's for it,apart from the cpu cooler of course.Next up is better overclocking support, but that might not be the biggest reason you should go B550 since not everyone wants to overclock.
PCIe 4.0 which means better bandwidth for your GPU and M.2 storage drives.
For GPU's PCIe 4.0 doesnt really matter,as you will have almost identical performance if you were to run it on a PCIe 3.0 slot.Same stuff goes for the m.2's.But that is all in the currect state,we should see many improvements over the span of the next years,as im sure pcie gen 4.0 will come in handy.
Also out of the box support for 3rd gen gyzen, which only higher end b450 boards have.
And also one of the main reasons i prefer b550 over b450 is because its priced relatively the same as b450.

Long story short, better upgradabilty and future proofing for same money.
