Low budget build vs buy

Hello All, I have a question if doing a low budget build is better then buying a prebuilt machine. I have built some gaming machines but I really don't know the answer to this one. I have a firend who is need of a new machine. He mainly uses dreamweaver and photoshop to maintain several charity sites. His budget is $400.

Should he buy or build. If it better to build, can you recommend the hardware. He does not need a monitor.

for $400 i would get a prebuilt. just because of windows. for that price you get better deals from prebuilt. sometimes you can find a nice combo on newegg that includes windows. or one that is so cheap you can still get windows under $400.
