I need a build for $400 INCLUDING THE OPERATING SYSTEM! I'm looking for a build that can run rust smoothly at around 30-35 fps!
 
30-35 fps isn't smooth by any means. If you run the game at 30hz then run it at 30hz don't put it at 60hz and expect it to run well. Whenever frames constantly dip like that, that's when you get the stutter and personally that ruins the entire gaming experience.
 


It's hard next to impossible on that budget but i have done it.

That's $426 (after rebates reimbursed). People have said they overclocked the G3258 with this exact motherboard, though I didn't add a more expensive cooler.

I'd probably change a few parts, but basically I managed:

G3258 + GTX950 2GB + 8GB DDR3

That's going to run many games far better than the APU's above (though they assumed budget for Windows too).

If you're okay with the W10 setup (you act as a beta tester basically but it might be okay) then you can get a pretty kick-ass system.

The G3258 has been shown to beat similarly priced AMD CPU's by a wide margin. If a game actually used most of the AMD's four cores that's a different story.

*There MAY be a case to be made for quad-core for specific games (if they really benefit), or mitigating drops if other programs kick in the background, or possibly future proofing as games use more threads efficiently.

**I do WARN however to avoid an AMD CPU and an AMD GPU at the same time. The DX11 drivers for their GPU's are very inefficient, which causes the CPU to work harder which then often results in a CPU bottleneck (well tested).
