That isn't really low budget - but for that price range you would be looking at the GTX 970 range (fantastic cards - one of the best NVIDIA has ever but out). Can run almost anything with almost anything.
Either this, or the r9 380x which is coming out soon, but still not for some months and it might be too expensive anyways - just go with the GTX 970.

How long can run new games on high settings? I mean how long will it support games to run on high settings?

So you can make an informed decision and possibly save money.

If you just want to play it on high settings, get a r9 285 for 150 euros It's a great card.
If you really want to spend 300-400. Get the R9 290x. (MSI has one on sale for 280euro. If you want to spend 450 euros the GTX 980 is the best card on the market.
Please note the gtx 970 (which I have the strix) only has 3.5GB of Vram. So if you're gaming on 1440p or 1080p at ultra with all settings maxed out. You're going to have serious problems.

So, save some money get the 285 or gtx 960 for gaming on High settings or get the R9 290x (275 euro) / GTX 980 for 400 euros.

For quite a while i expect - the 4GB (3.5GB actually, but people still get incredible performance with it) of VRAM will hold for at least the next 3-4 years or so, and then it might slip behind, but not by much. Lots of people are still using 580s to game with relatively good performance.
