Low clock speed after resume from sleep

I'm stuck on low power mode, 1600 Mhz. after waking up pc.
The default turbo mode of my i5 is 3600 Mhz.
Performance utilization is at 100% (ie. cpu-z stress test, benchmark, anything) yet clock stayed at the minimum 1600 Mhz.
Power profile is at balanced.

REAL TIME RATIO CHANGES IN OS
this must be set to disabled, and windows 10 will not override the turbo frequency, the turbo speed will be working normally as intended.
