Question Low clock speeds on some games ?

Hello I've been using rtx 2060 for 2 weeks and im experiencing some problems with it my GPU clock speed stucks at 1200 mhz in games like dark souls 3 or sekiro on 1080p, ac odyssey seems to run at 1980 mhz which is peak. Is this normal? What causes this flactuation ? Is it driver related thing or my gpu cant get enough wattage from my power supply ? Some games run at 1200 mhz others 1980 mhz i was playing sekiro 60 fps capped with 1980 mhz then i updated my driver and still getting 60 with 1200 mhz why ? I rerolled my driver to older again and still 1200 any advice ??

If you're capped, with V-Sync etc, then the card will only have to work hard enough to run a consistent 60FPS? Might explain the lower clock speeds.
If you remove the cap/disable V-Sync (or however you achieved the cap), does the same title hit higher clocks on the card?
