Question Low Clock Speeds (RX 5700)

Hello, I've been having a problem from awhile, my clock speeds are maxed to 800mhz, if it goes above that, its stuttering, Doesn't matter which game it is.
and my temps are good, below 60 celcius

Specs:
GPU: RX 5700 Sapphire Edition (original amd ig)
CPU: R5 3400G (WaterCooled)
MotherBoard: B450 Pro4
Ram: HyperX Phantom 8x2GB 3000mhz

I've got the correct bios, so that's not the issue

Did you try DDU to remove and reinstall your GPU drivers?
Latest windows updates, chipset drivers, BIOS?
What is the make and model of your PSU?

Reinstalled drivers, reinstalled windows, sometimes it works, most times it doesn't, chipset drivers are installed, and about the psu, don't know tbh it was a custom build, I pick parts someone else builds
