Question Low Core Clock/Power Consumption

So I built my first ever computer, to replace my fx-8350/rx 480 prebuilt system that I've had for a few years. Everything seems to have went well, the computer power up first time and everything appears to be working. The performance I have been getting so far has been extremely dominant to my old system.
The new build is as follows:
Asus ROG Strix x470-F
Power Color Red Dragon Vega 56 8gb 3-fan (on sale)
Ryzen 5 2600x
G.Skill Trident Z RGB 3200Mhz (2x8)
Corsair RM750X PSU
Corsair H100i Liquid Cooler
850 Evo 500gb
2TB Seagate HDD
1TB Toshiba HDD

Now, as I was accustomed to using Afterburner for overclocking and monitoring my rx480, I decided I would download that again. Now my stock settings on afterburner are set to 1590 Core, and 800 Memory. But while playing games and monitoring, I've noticed that I'm not actually reaching anywhere near those speeds, and I think It may be related in someway to my power consumption. I will give a few examples of how I made this correlation.

Fallout 4 - High/Ultra Custom Settings (FrameRate capped by game at 144fps)
GPU Temp ~55-60C
Memory Temp ~55-60C
CPU Temp ~50C
GPU Usage ~70%
CPU Usage ~80%
Core Clock ~800-900Mhz
Memory Clock changes randomly from 500Mhz-700Mhz
Power Consumption ~50-75W

CSGO - Medium/High Custom Settings (Framerate unlocked 250-400fps)
GPU Temp ~55C
Memory Temp ~55C
CPU Temp ~50C
GPU Usage 65-70%
CPU Usage 50-70%
Core Clock 600-700Mhz
Memory Clock changes randomly from 500Mhz-700Mhz
Power Consumption ~30-50W

Something I've noticed, is that on both games, when I press escape to pause/open a menu, my core clock jumps up about ~200Mhz, (900 in CSGO, 1000 Fallout 4), and drops back down when I close the menu.
Due to these issues, I decided to monitor the same parameters while benchmarking, using 3DMark. The results are below.

FireStrike 3DMark (17k score)
GPU Temp ~55-65C
Memory Temp ~55-65C
CPU Temp ~45-60C
GPU Usage ~99-100%
CPU Usage ~50-100% (50 on graphics, 100 on physics)
Core Clock 1500-1550 Mhz
Memory Clock 800Mhz
Power Consumption ~250-300W

As you can see, those are more the results I would be expecting if I were getting full performance from my system. What could possibly be wrong or could I possibly due to get these results during game sessions?
