Low CPU and GPU usage when graphics are more demanding (1060)

GPU: Geforece GTX 1060
OS: Windows 7
Storage: WD Blue Desktop HDD SATA / 64MB CACHE WD10EZEX
Motherboard: Dell 088DT1
Ram: 2 8GB DDR3
PSU: Seasonic Focus Plus 650W

I just got a new graphics card so I could play high end games like Shadow of the Tomb Raider. My computer was performing great with the games I had installed, but then I noticed it performed a lot worse than I expected while playing SOTTR.

While playing SOTTR I noticed I had bad fps during demanding moments, like when I look into the horizon in a village with lots of people walking around on screen. Otherwise, I get a smooth 60 fps. I noticed that this lowering of cpu/gpy usage happens in other games too, but I never noticed it since it never dropped the fps below 60.

Stats during non demanding moments
GPU Usage: 99-100%
CPU Usage: 55%
FPS: 60+

Stats during demanding moments
GPU Usage: 70%
CPU Usage: 40%
FPS: 30-40

In both situations, the CPU temp is about 73-74° C and the GPU temp is about 80° C.

I have HPET disabled as I have seen it recommended in other threads that mention low cpu and gpu usage. I haven't been able to find this specific issue anywhere, so I'm hoping someone can help.

This one is slightly tough to determine:
It could be a power setting on the PC, causing the system to throttle down in certain moments. Setting the PC to max performance would solve that. You can set that in the Nvidia control panel and Windows power settings.
Could be a V-Sync setting that locks your framerate towards the 30's. What happens when you turn off V-Sync (If enabled?).

Specs and temps seem fine although 80 degrees is a bit high on the GTX 1060. Normally that GPU shouldn't exceed 75 degrees if your room temperatures aren't higher than 23 degrees.
