Question Low cpu and gpu usage with low fps in minecraft

Nowadays somtimes i play minecraft but it runs so awfully on max graphic. The cpu and gpu usage is only 10-30% gtx 1600 r5 2600

cpu/gpu temp and usage during the game?
fresh os installed for this system?
