[SOLVED] Low Cpu and Gpu Usage

So recently I've updated from a gtx 1060 to an RTX 2070 Super. Although I've realized that my cpu and gpu usage has been really low for some reason. My cpu usage is usually at 30-40% usage and my gpu is usually at 40-60%. I've already DDU'd my previous drivers and updated my bios and chipset drivers and its still been the same. Any clue on how to fix it?

Mobo: Gigabyte Aorus x470 Gaming
CPU: r5 2600x

i built new pc with i7 9700 k and rtx 2080 and i get high cpu usage warning but the game is running fine.
my other pc has i7 7700 with rtx 2070 and it runs fine with no high cpu warning . it seems the better your gpu the more it works your cpu but it doesnt seem a bad thing in my setup. pubg is only game i really play
