Question Low cpu and gpu usage

I just bought new pc but im using used gpu.
Im playing game squad and my cpu usage is not going over 30% and my gpu usage is jumping from 0-100% evry second. I have windows 10 pro ( original ) and installed latest drivers. My specs are r5 1600 3,6 ghz, xfx rx580 8 gb OC and 16 GB ram , and A320M-HDV R4.0. Im playing on 1080p and low settings, my fps is 50-75.

Please help me how to increase cpu and gpu usage,

What are your cpu and gpu temperatures when gaming and at Windows desktop?

Yes im using fresh installed windows. My temperatures are: CPU:45-55% GPU: 63-67%

Ok, are any cpu cores/threads hitting 100% while gaming? Not the total cpu usage.
