Question Low cpu and gpu usage

Hello,
I have 1650s and a 3400g 8x2 3000Mhz
But Ive observed that my pc performance is less than that of my identical builds.
In games like Apex my cpu and gpu never crosses 80% usage. It stays between 50-60 amd spikes sometimes to 70.
Why is this happening?

What settings do you play on, sometimes the usage can go low when there isnt much demand for high processing power ie. when all the graphics settings are put to low. Try max settings and see what usage you are getting then.

Take a look a this video, i play on identical setting, but this guy gets about 30 40% more fps than i do

I mean if i didn't, if i had more headroom, shouldn't my gpu be pushing out more frames? Do i really need buy an even better graphics card to play 144 1080? Meanwhile my gpu ain't even hitting 70%

Yes i did DDU and reinstalled everything. My friend gets 40 to 50 fps, so does the guy in the video
