Question Low CPU/GPU Usages While Gaming

Hey all,
I have been trying to figure out why I am getting low FPS and I have noticed even playing games on medium settings that my CPU and GPU usage is usually 30-45% Highest it gets is usally around 50-55% Even simpler games are only getting 60-75 fps on Medium. I have the latest BIOs updates, just did a clean install of graphics drivers using a app for that. My system specs will be posted below. Any help or things I could try would be greatly appreciated.
System Specs:
CPU: Ryzen 7 3700x
GPU: ASUS Rtx 3080 10gb
RAM: Corsair 32gb DDR4 3200
PSU: 800w Corsair
Motherboard: ASRock 320m/ac
1080p LG Monitor 27' 165hz
Windows 11

Corsair is the brand of the PSU while 800W is the advertised wattage of the unit. What is he model of the unit and it's age?

BIOS version for your motherboard at this moment of time?

You might want to run DDU to remove all GPU drivers off of your platform, then manually reinstall the latest drivers sourced from Nvidia's support site, in an elevated command, i.e, Right click installer>Run as Administrator.

Sorry about that, the PSU info RMx Series RM850x 80 PLUS Gold. I just updated the bios earlier today to the latest i found on ASRock's website which was 7.4. I also used DDU to install a fresh graphics drivers earlier
