Low CPU Temps with stock cooler

Forgive me if this is stupid but..

I have an i5 4590 with a stock cooler. It usually floats around 30C and even after long gaming sessions (even ARMA 2 which I've heard is rather CPU intensive) it's rarely even in the upper 40s. I have never seen it hit 50, and once or twice I've even seen it in the high 20s! With a stock cooler!

Why is it so cool I feel like it shouldn't be. Or is it normal for i5's to run this cool (non OC)?

Also, I don't have a GPU yet to heat up the case, how much is that playing a role?

What settings do you play on? If you have good temps then there is no need to worry. The only problem I can see is if your CPU isn't running at it's full potential. Considering you don't have a graphics card, I doubt you'll be able to run many games on good settings. The only thing holding you back is your graphics not your CPU.

I'm not concerned about performance I know once I buy my gtx 970 I'll be fine lol. But thanks to Intel HD 4600 Graphics I can still manage BF3 in 1080p at low settings with an okay frame rate. But here I'm just asking, why in the world are my temps so good?
