Solution

Sorry, my Sunday was pretty hectic. I couldn't come online at all.

You said you updated the drivers, could you try rolling them back to previous version?

Download DDU, boot into safe mode and then uninstall Nvidia drivers.
The DDU does a clean uninstall of GPU driver.

After that install the older driver.
That's normal because those are old games and don't demand much of your CPU.
Try running FC5 or recent games, they will push the i7 hard, around 70 to 90%.

Are you running with v-sync? V-sync basically locks your FPS to your display's refresh rate. You actually don't need more fps produced than displayed. It's waste of your resource.

before these problem happen i was playing the same games ( b1-55 fps) ( skyrim 60 fps) (dishonerd 60fps ) without any lag and the cpu usage was like 90-95%
and my v-sync is off all time
note: can the nvidia driver gpu update be the problem here cuz i update it to 417.22

Oh ok, thats not normal. GPU updates usually don't create these problems.
What are your CPU and GPU temps?

When playing at 12 FPS the GPU shouldn't be at 100% usage either.

Looks like you Laptop is using your iGPU instead of GTX 1060.

Usually your OS detects that you are running a game, which is GPU intensive task and automatically selects the Nvidia as GPU.
After the update, some config file or the powerplan must have been messed up so that the Nvidia is not being selected for games and the Intel's internal GPU is being used to run games.

You can correct it by manually adding the game to your Nvidia control panel.
