[SOLVED] Low CPU usage high GPU usage, GTA V Online

My system:
I7-9700k (5GHz OC)
RTX 2080Ti (B Chip)
3000MHz 32 GB RAM
Gigabyte Z390 gaming pro wifi
Samsung Evo 1TB SSD
850 Watt Corsair Power Supply
Noctua NH-D15

So is this a bottleneck or why is my CPU usage so low? I don't think that a rtx 2080 Ti can bottleneck an I7-9700k. In GTA V usage is about 25% with 60fps in grass and , MW 2019 its 50% with 150ps, in Battlefield 5 it's about 67% with 90fps and GPU is always above 90% in all games. The FPS limit is 144HZ in all games.

Both of those facts will reduce CPU usage,the CPU will only do as much work as it has to.Reduce the quality settings and remove the FPS limit and a lot of games will hit much closer to 100% on the CPU.
(not GTA though)

I'm playing with 2560 × 1440, no Suppersampling and the graphics maxed with 8× MSAA and the advanced graphics settings are on standart

Why not in GTA? I reduced the graphics in GTA to Full HD and the CPU usage is still 50% with 78 FPS. GPU is 91%.

GTA V is old and does not utilize that many threads thats probably why.

Ok yes i agree in YouTube Videos they also have 20-30% usage with similar components
