Low Cpu usage under stress test

After overclocking the CPU (i7-5820k) to 4.0 Ghz and successfully booting to windows 8.1 I have tried doing stress test using CPU Z, Prime95, and AIDA 64 Extreme. The results of these test being that even though the programs claim the CPU is being utilized to 100% the CPU is in fact only being used to 1.19 Ghz. This is day 2 of the overclocking experiment and I could really use some help. The end goal being a stable 4.0 Ghz clock speed thank you in advance for any and all help.

I'm using the h 100 I and the heat hasn't gone above 35 C but there is definitely some sort of throttling going on with the cpu (I rechecked the numbers last night) running at 38% under full load from Aida 64 cpu z and prime 95

How would you discern whether the cooler was installed correctly? The Corsair Link program works and shows all data associated with H100i cooler and detects temperatures of the CPU and adjusts itself accordingly. Also on the motherboard, I rechecked the connections for the cooler including the CPU fan header connection, the USB connector which is linked to the Corsair pump hub is also functioning. Is there a software diagnostic I can run to check the validity of the system as is?
 
Start by stress testing the CPU with Intel Extreme Tuning Utility (not really a stress test). The CPU should run at full speed and all cores should be active. If it runs fine and the temperature is good, then try Prime95 Small FFTs, but monitor the CPU closely for the first few minutes to make sure it doesn't throttle.
 
If resetting the CMOS settings doesn't work, then open a support call with Gigabyte and they should be able to identify why Smart Tweak caused that issue. On my less expensive Gigabyte motherboard, I can use the standard BIOS menu by pressing F2. There's a selection where I can set the CPU ratio, maximum power (setting this low enough will prevent the CPU from running at full speed), etc. If you have a similar menu, did you reset all settings to Auto?

I have the exact same thing. ASUS X-99A mother board, i7 5820k. Overclocked to 4.4 at 1.3 volts. From researching around this seem to be a good basis to start at. Ran a 4 hour stress test...watched closely for the first 15 minutes...everything seemed legit and running well. Just by chance when stopping the test (in AIDA 64) I glanced at CPU-Z and saw that my clock speed was 1.19 MHz. This is my first attempt at overclocking, and I couldn't remember if CPU-Z had said 4.4 when I started the test, so I restarted my build and sure as shit on restart it said 4.4 again on CPU-Z.

I used the BIOS to overclock, pretty much followed Linus' quick OC tutorial for the 5820K except I messed with BUS speed a little. I ran through the full 4 hours of the test in AIDA64, the CPU throttling was at 0% for the entire test.

Like I said this is my first attempt...please be gentle if I committed any sins for the seasoned OC'ers.

I messed with the BUS speed because in the Techyes tutorial it said your target for bus speed should be 1 GHz below your clock speed. Did you not read where I said this is my first attempt at overclocking? That I am new to it and learning? Maybe the less douchey thing to respond with is why I shouldn't mess with bus speeds in an unlocked CPU.

I too have the same problem. ASUS Rampage ii Extreme i920 @ 4.2Ghz 1600Mhz DRAM. X58 chipset

intel Speedstep/C1e disabled. BIOS reports 4.2Ghz BCLK 200 multiplier 21.

Prime 95 small FFT on full load 100% and speed drops from 4.2Ghz x21 Multiplier to 2.5Ghz x13 Multiplier.

This is very weird! any ideas?

Extreme OV is disabled at the moment. Should I enable this so the CPU can get more power when Prime95 goes 100%?

I have found the issue CPU TM Function was enabled.

I have now disabled CPU TM Function and system ran at full 4.2Ghz without dropping speed or multiplier in CPUZ :)

Unfortunately my CPU overheated and the system crashed.

I've had to drop my overclock down to 3.8Ghz due to insufficient cooling.
