Question Low CPU usage, while playing demanding games

Good evening,

Every time i play AAA titles, like Hogwarts Legacy, Star Wars: Jedi Survivor and Alan Wake II, I'm getting low CPU usage (1%, maybe 2%, with a maximum of 3%).

Meanwhile, my 3DMark scores are as expected, on par with the average, or slightly above the average score of people with the same hardware.

For example, I'm getting 18287 at Time Spy Extreme, with a CPU Score of 13135.

Is it normal, or is it something i should be worried about?

My current rig:

CPU: 13th Gen Intel(R) Core(TM) i9-13900K 3.00 GHz

GPU: Inno 3D GeForce RTX 4090 24GB GDDR6X X3 OC

Motherboard: ASRock Z790 PG Lightning

RAM: Corsair Dominator Platinum RGB 64GB DDR5 (2x32GB) 6600 MT/s

Storage: Samsung SSD 980 Pro 1TB M.2 NVME, Samsung SSD 990 Pro 1TB M.2 NVME, Western Digital Blue 2TB HDD

PSU: Zalman Watttera 1000W Full Modular 80 Plus Gold

I would first look into the BIOS version for your motherboard. Following that, check to see if you have any updates pending for your OS. As for your GPU scores, it seems about right for your GPU.

Try and use DDU to remove all GPU drivers(Intel, AMD and Nvidia) from your platform then manually reinstall the latest driver sourced from Nvidia's support site in an elevated command, i.e, Right click installer>Run as Administrator.

How are you cooling the processor?
 
First of all, many thanks for taking the time to reply.

I updated my BIOS a few weeks back, something which had the unfortunate side effect of deactivating Windows 11.

Nevermind, i got past that.

I have since formatted my OS drive and Windows are up to date.

A liquid cooler takes care of my CPU.

I have tried almost everything.

Checked my BIOS repeatedly: Turbo Boost is on, all cores are in the game, i have selected the XMP profile for my RAM and Windows power consumption is set to performance mode.

Check out this screenshot from The Last Of Us, at 4K Ultra settings: it's like my processor wants no part in it.
