Low CPU usage

Hello, in this morning all was good and I had a good fps in games. When I comes from the work I started to play csgo and I had only 30 fps while before I had ~200. I opened the monitoring and see that my CPU usage in the game is only 5~8÷ while the GPU usage is 100÷. The same think in pubg and other games. What can be the problem and how it was good in the morning and become bad in the evening?
My PC is:
I7 6700 3.4 GHz
Gtx 1050ti G1 gaming
8 GB ddr4 2133 cl15
B250M gigabyte gaming 3
1 TB hard disk
650W power supply
(Good cooler from cooler master on the CPU btw)
