[SOLVED] Low Cpu Usage

is it bad to have extremely low cpu usage? My computer Is very slow and rarely uses more than 15% Cpu when I open task manager but my Physical Memory is around 54% sometimes the Cpu will be 0% while Physical is still at or around 54%? What does this mean?
