Question Low CPU utilization/low FPS on Ryzen 3600 GTX 3070

I have a Ryzen 3600, 16gb DDR4 3200, and a b350 board. The system is stable but since I replaced my rtx 2070 with a rtx 3070, the framerates in games are not right. I noticed CPU utilization in many games like Far Cry 5 in in the 30s and 40 percent and rarely goes over 50 percent. And in Assassin's Creed Odyssey, I get 49 fps in quad HD and 49 fps in 1080p, which is worse then the 2070 I had before, which surely can't be right?

In Assassin's Creed Odyssey, I get less then 70 percent gpu usuage and cpu usage is less then 50 percent, but in other games gpu usage is like 90 percent but the cpu usage is less then 50 percent, often in the 30 percent to 49 percent range.
