Question Low CPU utilization ?

Hello, I have noticed that in games that are CPU intensive my GPU will be 100% utilized while my CPU will only have a maximum usage of 26-31%
BIOS is updated and the CPU temperatures never goes above 60 celcius.
Specs:
RTX 3070
i5 12600k
2x16gb Corsair Vengance DDR4 3600mhz
B660M-A D4 (I had to cheap out on the mobo)

All games are on a external samsung SSD, but tested on a internal drive and there was no difference

Yes, I am getting about 40FPS is games like CS:GO with multithreading enabled and the CPU is barley being utilized

the same settings on an i7 9700f and 2070 was getting around 120-200fps average

Im wondering if I'm doing something wrong or if something is wrong with my pc

Enable xmp in the bios your running the ram at 2133 speed.

Is that a prebuilt machine? XMP is not set, userbenchmark reports both high background usage (lot of bloatware?) and CPU throttling (temps are good so most likely power throttling). It all sounds like terribly set prebuilt.
