Low end PSU and Graphics Card

If PSU power supply does not meet the minimum power requirement of the graphics card will there be FPS drop in games?
Also will this lead to abnormalities such as damage to components?

You need a decent PSU, I tried to power an HD5850 and a Phenom II x6 1100T on a 680watt PSU that I had laying around, it threw sparks everywhere, though it didn't damage anything, but I have seen cases where it did. Don't try to run the graphics card on a PSU that isn't rated for it, could take out the PSU and other components its attached to and worse case start a fire.

Your Comp might boot up an appear fine, but whenever you put stress on the gpu like playing a game, your comp will randomly shut down and restart.
It shouldn't damage your other components, hence the fail safe shut down.
However, I wouldn't rely on this, or do it too often.
I'm sure sudden power cut off to your hardware isn't good for it.

Yes absolutely. I personally have had it happen twice. Please just buy a quality unit power supply. They're not that expensive. A good 500W one is about 40 dollars and will not ruin your computer. You end up saving more in the end. Here's a tier list. Find a power supply specifically listed in the first two tiers that you can afford.

If you plug in that graphics card and there isnt enough power, it might fry your motherboard and a lot of your other parts.
