Low End System Can't Read All GPU'S VRam?

Hello,
is it possible that a low system cant read all the vram from gpu?
For example if u have 2gb vram gpu the low end system is going to read only 1 gb

No, that wouldn't happen.

If a GPU has, for example, 2GB VRAM, it'll show 2GB VRAM on any compatible system.
