Low Fan speed?

This question is mostly out of curiosity. I use gamebooster, so I can close all unnecessary programs with no trouble and i noticed this.

Is it normal to have this fan speed? Is it too low?(Im guessing because its only 2 out of like 15 bars?)

If its a trues reading of the CPU cooler fan speed then 1259rpm is OK. Mine are running at 859 and 900 rpm right now.

my fan run at 690 rpm got cpu 25 c and motherboard at 39 c but your gpu at 89 c start to be hot
