Low fpa with good pc

Hello everyone.
I have a problem with my pc i cant play games because i have only 50-60fps and before 6 months i had 200+on same games .
Thats my pc :
Video:AMD Radeon r9 200 series
Cpu:AMD FX(tm) 6100 sic core processor
RAM:16GB
Pls help me im talking about games like cs 1.6 and league of legends.

Well this isnt considered as good pc, just normal functioning pc,
Ok back to topic.cs1.6 and lol only uses little cpu and graphics.
I remember playing cs on intel p4 intergrate graphics.
We need more info on usage ,cpu, gpu while playing
Any updates (hardware/ software/setting)made?

I have done a update to windows 10
All drivers updated and installed
This pc is 3 years old if it matters

Things to look out for
Is cpu or gpu overheating? Clean dust
While install windows, did you choose keep my files?, clean install is better

I cleaned the dust 1 month ago so its pretry clean
Yesterday i tried to boost my pc but nothing hapenned
My power supply is 600w

And 1 thing games like witcher 3 and darko souls 3 have 0 lag in them with max settings the problem is only with league and cs

I did a quick benchmark test ron ultra results are :
Fps 57.5
Score 1448
Min Fps 18
Max Fps 99

Temperature was 60-70° all time

Temps are fine, if its under load.
The benchmarks.... i have no idea without any comparison, which game etc.
But fps range is too high, seem game /graphics setting have change

Yeah i dont know why but when i start game i have 200+fps and after 1 minute it goes 70-

And changins graphicsfrom ultra to low doest help

Hmmmm?
Do you mean in game loading screen/pause, you get 200fps, and in game getting 70fps?
