Low fps after reset

Just reinstalled Windows 10 and I am getting really low fps in games, I have all the new drivers that I need installed. My fps was good before the reinstall any suggestions?

Have you disabled the Game DVR option on the XBOX app settings?

I opened the app and got this 'We can't sign you in right now. Try again later. '

Finally got in, no change

Are you having low FPS in one specific game or all games you try to play? What are the games? What are your full pc specs?
