Low FPS after Resetting PC

I factory new reset my PC and ever since that I've been getting low fps in every game, an example is when I play csgo I get 40-60 fps. I only have about 5 things installed, I have all my drivers installed and none of my cores are unparked, nothing is over heating either.

Specs:
Windows 10
GTX 960
AMD FX 8320

CPU: AMD FX-8320 - 22.7%

HDD: Toshiba DT01ACA100 1TB - 94.2%

One thing is noticed it says my processor is "Performing way below expectations (1st percentile)" and my bench for it was 22.7% when the average is 52%
 
Now we know the issue is with your processor. Are you sure it is not overheating? Run a stress test and check your temps through hwmonitor. Make sure windows is up to date.

Check your power plan on windows. Make sure it is in performance mode.

I would try clearing the CMOS and run the bench again. Resetting windows should not have had an impact on your bios, but stranger things have happened.

What frequency is it running? Check the bios after you clear the CMOS to if it is running at base frequency.
 
Your PC turned off because of thermal throttle. Your CPU got too hot and shut down the system to prevent damage. Don't game until you get the issue fixed.

Did you do anything to the CPU cooler? It sounds like your cooler is not installed properly, thermal paste is applied wrong, or the CPU fan has malfunctioned.

Resetting windows would not cause this issue.

If your cooler is installed properly and functioning, clear the CMOS by removing the battery on your motherboard. There is a circular battery about the size of a quarter on your motherboard. Just remove it for a couple of minutes and then put it back in.
 
Ok I cleared the CMOS, when I started my PC it said that I reset my BIOS, I clicked Load Defaults and then tried to run a game. I got the same FPS around 30-70 when I usually should be getting 150+ fps. My computer has water cooling installed and 4 Fans, 2 in the graphics card and they are all spinning fine. I felt the 2 water cooling wires, one of them is a bit hot and the other one is very very hot.
 


Maybe your pump died for the water cooling. Can you hear it running? Do you have another cooler you can test? Even an air cooler will be fine.
 
I can still hear the water pump. Also now my computer will NOT turn on, it just says preparing automatic repair, then before I can even get to the start up menu the computer turns off completely. There is no way I'm able to get to the BIOS since the computer crashes/shuts down so fast.
