Question Low FPS after windows reset

GPU: Geforce RTX 2080 Super
CPU: i7-8700k
32GB RAM

After reseting windows I have seen a large fps drop in Rainbow Six Siege. Before i could run it at 180+ but now it barely reaches 100.
I ran a benchmark test and nothing seems too out of the ordinary:

UserBenchmarks: Game 100%, Desk 78%, Work 61%
CPU: Intel Core i7-8700K - 65.6%
GPU: Nvidia RTX 2080S (Super) - 119.7%
SSD: Samsung 850 Pro 256GB - 124.4%
HDD: Seagate Desktop SSHD 1TB - 120.9%
RAM: Corsair Vengeance RGB PRO DDR4 3200 C16 2x16GB - 69.8%
MBD: Gigabyte Z370P D3

Any suggestions?
