Low fps and it's not stable + screen tearing

I don't get it...

I just bought a computer and I was expecting the best gaming experience. While I'm playing LoL, I get a fair 60 fps but it can move to 58, then 59 and then 60.

Beside, I experience a lot of screen tearing, especially in GTA V and sometimes in BF Hardline. (Running all ultra witout lag)

One of my friend bought his computer 5 years ago and he gets a solid 100 fps, and no screen tearing in BF Hardline.

My questions are :

1 - Why is my fps is that low ?
2 - Is there a way to improve my fps ?
3- What the hell with the screen tearing ? (I improved it by changing set ups in GeForce experience as someone was recommanding on a forum)

Specs :

- i7 4790k
- GTX 970
- 16Gb Ram G-skill Trident-X (OC 2400Mhz)
- ASUS Z97-pro (Wifi-ac)
- Corsair H100i water cooling system
- Samsung EVO 840 SSD
 
Your FPS is around 60 because you likely have v-sync on, with a 60hz display. V-sync will cap your FPS at your refresh rate (hz). Turn off v-sync and your FPS will improve. If that isn't the problem, then you need to turn down some settings, but in LoL at least, that might mean something is off with your system.

Screen tearing happens anytime V-sync is not on. If it is happening with V-sync on, you do not have tearing, you have something else going on, most likely a driver issue, bad cable, or bad monitor.
 
Well, you were right about V-sync. I turned it off and now I'm around 260 fps.

About the screen tearing, I haven't check yet.. but I'll post back when it's done...
