Question Low fps and low GPU usage in AC Odyssey on RX 5700XT

I recently got AC Odyssey on sale and I've really been really enjoying the game so far, but for some reason I am getting really poor performance and low GPU usage in game. The performance is especially poor in cities and towns, dropping as low as 30. For my build, I would expect to get some decent performance, and I'm not sure whats wrong. If anyone may have some ideas or tips I'd be really grateful!

My PC specs:

GPU: Powercolor Red Devil RX 5700 XT
CPU: Ryzen 7 2700
Motherboard: ASRock B450M PRO4
RAM: G.SKILL Sniper X Series 16GB (2 x 8GB)
PSU: Seasonic Focus Plus Series (750 watts)
Operating System & Version: Windows 10 Pro
GPU Drivers: Latest version

edit: Another thing I forgot to mention: It seems that even if I turn the game down to the lowest possible settings the performance is exactly the same

-try clean wipping and reinstalling the graphics drivers.

-try changing you power settings to max performance in the control panel

I've reinstalled this card at least 5 times and I always have the power settings set to max in control panel.
