Question Low FPS and Low GPU Usage

Specs :

RAM : 16 GB
PSU : CORSAIR 550W CV SERIES
GPU : 2070 Super
CPU : i7 10700
Motherboard :ASUS® PRIME B460-PLUS

Issue : I have been experiencing very low fps in games such as Rainbow Six Siege and many more. When I downloaded MSI Afterburner I realised many things, firstly the GPU Clock Speed was very low at all times 300mhz (Idle/Games) and the Memory Clock is always 7000mhz. Another thing I realised was that the GPU Power was very high again at all times 391 (Idle / Games) and recently I got the issue of the games not being able to go above 30 FPS due to what I think is Low GPU Usage.

Things I have tried :
- DDU (4 times)
- Reinstalled Windows
- Changing Power plans (Control Panel) However give me suggestions as Im not sure Im using the appropriate one.

You could try replacing the thermal pads on your vrm, however if it is stuck at 300mhz and never goes above that your vrm could be broken from heat.
Anything else I can try before replacing it I noticed that my pc would be fine after trying to fix it and clock speeds would return to normal and so would the power
 
One other thing you can try is using Nvidia Inspector, it has a section where you can try to adjust the settings on your gpu . There you can try to adjust the clock speed to see if there is any change. https://www.guru3d.com/download/nvidia-inspector-download/
I have tried that on MSI Afterburner it doesnt change at all its just locked at 300 mhz, this morning I turned on my computer and it was on 1605 mhz and worked for a bout an hour or two. After playing for a while it just stopped and returned to 300 mhz again.

One thing I do realise is that my GPU Power goes from 60 - 90 watts which is normal and my gpu clock actually goes above 300. However, when it's 300 mhz the watt goes to 391 + thats why I think its something to do with how much power its drawing.

Since it went from 300mhz up to 1605 I would try replacing the cooling pads on the vrm's. If it worked for an hour it could be overheating. Have you tried setting the fan to say 100% to see if the clock speed stays higher longer. If it does the heat may be the problem.
