Question Low FPS and Minimal GPU, CPU and MEMORY Usage

Hi,

ever since I built a new gaming PC I often come across certain games which are typically more CPU (or at least not very reliant on GPU)intensive which have low FPS (20-45) With intermittent Lag Spikes. Its getting pretty frustrating that there is no clear bottleneck I can see in any monitoring software and friends who have a much lower spec PC can easily run these games at >50FPS no problem. My only thoughts is that my motherboard could be a bottleneck if that is possible, or the RAM. Any recommendations would be great!

Note - currently these are the percentages in task manager while playing the game
CPU = 30%
Memory = 50%
GPU = 40%
