Question Low FPS and performance every time until chipset drivers are reinstalled ?

I have recently built and setup a new PC and have been having problems with low fps and benchmark performance from my hardware. When I reinstall the AMD chip set drivers for the 7800X3D, I get the performance back until the next time the computer shuts down or restarts. GPU and CPU thermals are around 60-70C under max load and the clocks remain stable. When playing without the drivers installed, GPU usage drops and doesn't reach the maximum usage; however, the clock speeds remain at 2580Mhz for the GPU. I have read that people have had the same problem with MSi Afterburner but I have never installed this or any other overclocking software. I only have HWinfo installed.

The only consistent working fix I have found is to reinstall the AMD chip set drivers and then restart PC. After it shuts down the same problem with low performance appears until the drivers are reinstalled again. Reinstalling NVIDIA drivers does not fix the problem only chipset drivers.
I believe the issue has something to do with driver changes not being saved but this is just speculation and I have no proof or true idea of what is actually happening.

The chipset drivers are:

AMD GPIO Driver, AMD GPIO Driver (for Promontory)
AMD PSP Driver, AMD SMBus Driver
AMD PPM Provisioning File Driver, AMD 3D V-Cache Performance Optimizer Driver

Things I have tried:

  • DDU clean install of both NVIDIA and AMD drivers
  • Disabling windows automatically downloading device drivers
  • Complete wipe of SSD and clean install of windows 11 and drivers
  • DISM tool and sfc /scannow
  • resetting CMOS
  • Changing GPU priority from iGPU to dGPU
  • Installing Older driver versions
  • Removing EXPO overclock
  • Disabling Fastboot
  • Flashing new bios (2.02)

PC Specs:

MBD: Asrock B650E PG-ITX WIFI (bios ver 2.02)
CPU: AMD Ryzen 7800X3D (chipset driver 6.01.25.342)
GPU: MSi Ventus OC 3X 4080 Super (Driver ver 551.61)
RAM: Corsair Vengeance DDR5-6000mhz
SSD: Samsung 980 PRO 2TB
PSU: Corsair SF750 Platinum
OS: Windows 11 Pro


Any help/ideas would be hugely appreciated, ask any questions if I need to clarify anything.

I've tried a complete clean reinstall of OS and still am facing the same issue, updating the board software also unfortunately didn't work
i would guess then that it just a defective board and cannot keep relative settings in place.

if the issue had just started with a new BIOS i would figure that it was just corrupt but since you have flashed to a different version and the issue persisted it would seem that there is no fix.

contact AsRock support and see what they have to offer.
it could be a known issue with this model board.
also check their support forums for others mentioning similar problems with this model.
