Low fps and stuttering

I have an rtx 2070 with a ryzen 7 1700 and I'm still experiencing very low fps and stutter. I was wondering if anyone could help me out with getting the most out of my pc.

2. List the games you have problems with.
3. give some example FPS that you are getting.

Does "still" mean that you upgraded from a different GPU because you had this problem before?
