[SOLVED] Low Fps and stutters

I have constantly been getting frame drops and stutters with every game I play.
Specs:
Ryzen 7 3700x
Rtx 2060
msi gaming pro motherboard
3tb hdd
240 ssd
liquid cooler(cooler master)

I've reinstalled windows and optimized my pc for gaming but still no luck.
Please HELP, I've tried everything

my ram configuration is 16gb corsair 3200mhz (8x2)

How is my pc considered a yacht when my specs are above average?

Look at the cpu section on the UBM page. It's saying the cpu's turbo clock was 2.45ghz.
This is most likely due to thermal throttling.

You should make sure the cooler is mounted correctly and actually working.
