I just reinstalled windows 10 and I started playing some games with MSI afterburner to check if it's all fine. First thing I can notice is low FPS 30-40 with 70W-80W supplied to the graphic card and it used to run at 100-120 FPS with 150W stable before I clean reinstalled windows 10.

PD: I have installed motherboard and gpu last drivers.

Solution
You might have by accident lowered the wattage using MSI afterburner of your GPU. Less wattage means less performance draw from your card. You actually do the exact opposite thing when overclocking, you increase the voltage and other factors which affect your core speed and your fps.

MSI afterburner doesn't even allow to do that as far as I know, also I used it with same PC/Windows 10 before and it worked fine.

There is a setting in MSI Afterburner that allows permission to do that. Once activated, you can slide the voltage bar of your GPU tab up or down

I decided to do another fresh windows 10/drivers install and I'm getting 150W and 120fps stable FPS again, thanks anyways :)
