Question Low FPS besides having a decent Rig (Overwatch)

Hello and thanks in advance,
I have a
Gtx 1080
I7 4770K
16GB Ram
SSD Evo

and despite that im struggling to get constant 144 fps in Overwatch. I think my system isnt being fully utilized or bottlecapped by something but i cant figure out what it could be.
I changed a cooler recently because my cpu was overheating. But i dont think it comes from that since before it wasnt that much better. I need halp.
I have a 144 Hz Monitor and FPS is capped at 144 ingame.

Have you overclocked your 4770k?
When you see the FPS dip what is the cpu usage on each core/thread, are any hitting 100?
What temperature is your CPU and GPU running at while gaming?

I havnt overclocked it myself (i got it from my friend but i dont think he has done it either).
Fps doesnt dip its mostly like 100 fps stable with no core hitting 100%. Most of them are at max 78% and normal around 60%.
(i also see 8 CPU's under utilization is that normal?).
Max temp CPU 65° C
Max temp GPU 46° C

Here is a pic from me trying to capture it. If you have any other ideas how i could monitor it better other then getting a 2nd monitor.

Just played CSGO and the performance is far under what i would expect with 60 fps occasionally dropping to 40
