Question Low FPS but also low GPU/CPU usage?

Rig:
NVIDIA GeForce 1070 GTX
i7–7700K
32 GB Ram
3 SSD (SATA)

Seemingly randomly 1-2 months ago my PC just started running low FPS for some games but CPU/GPU hardly ever goes over 50%
Strangely CS:GO, L4D2, TF2 all run 180+ FPS constant but games like Skyrim, R6S and Tower Unite get less than 20 constantly.
The FPS are constant too, it's not like Skyrim runs 60 fps then dips to 25, they literally all run low.
GeForce Experience says my GPU drives are up to date.
Any suggestions on how to fix?

if you put graphics on ultra, does the gpu still stay near 50%? if not, then check any overclocks on your gpu and revert them.

Yeah, no matter the quality my GPU/CPU never goes above maybe 60%.
It's like the GPU/CPU are only voluntarily using like half the cores or something.
But it's just so strange that Half Life 2/TF2/CSGO/L4D2 (All Valve games) are really my only games that hit the 200+ FPS on max settings while Bloons Tower Defense only gets max 45.
