My build:
Ryzen 5 2600 4.0GHz (OC)
Nvidia GeForce RTX 2060 OC
MSI-B450
650w Sharkoon PSU
16 GB RAM

Monitor: Acer 1080p60

I have low FPS on normal games, like Destiny 2 and Warframe and even games like LoL have FPS drops if I activate an Overlay.
Cyberpunk was running ok with 50 - 60 FPS but now I only get 15FPS no matter what I do. (reinstalled the GPU Drivers and some of the games)

what's going wrong?

Edit: Just saw that my GPU usage is low (goes upto about 50% maybe 60 tops and it stays cool)... Not sure if that helps but it may be more of a concequence than a cause.

Edit 2: Same goes for the CPU usage

Edit 3: DDU Installed the GPU Drivers and reinstalled the game (some difference but nothing major)

SOLVED: Updated the Bios and the Chipset Drivers!

What might have changed since all was well?
I might guess that windows update pushed out a less than good graphics driver.
Try downloading and installing the latest driver directly from nvidia.

You could also try using system restore to reset back to when all was good.

malware scan the system?
cpu/gpu temp and usage during the game?
ram/ssd usage?

No Malware detected
Temps are fine (30-40) the usage is surprisingly low goes upto 45 50% with random spikes
My SSD is only supporting my OS (not my games, which are all on new HDDs)
The RAMs are top-notch with good MHz (I dont exactly remember but I did market-research before i bought them)

Well I did that now and the only thing i could think of is to clean install of the GPU Drivers (eventhough I am sure they aren't the problem)
Roled back a few Windows updates, that didn't help so I reinstalled them
