Low fps but low CPU, GPU usage in GTA online

When I play gta online I want the frame rate to around 60 fps but it's often 45 fps and it sometimes even dips into the 30s. https://pcpartpicker.com/list/mNMfKZ (gtx1060 6gb and R5 1400- not overclocked, 8GB DDR4). However, the CPU and GPU usage is only from 40% to 60% and about 6,5 GB of my single 8 GB DDR4 ram stick is used when I play gta online. https://imgur.com/a/St7RM In story mode I get 60 fps and it occasionally drops to 50. I've also noticed some frame stuttering in online sometimes even though the fps is high.
Vsync is off, power plan is set to high performance, drivers are up-to-date. I've already turned down some settings but it didn't help much.
Any suggestions on what I should do to achieve smoother 60 fps gameplay?

Only 40-60% usage means you are likely bottlenecked somewhere or overheating. What are your temps looking like? As far as I know GTA Online isn't a particularly demanding game...

Try re-installing the game.

I think the highest temperature of my gpu was between 55 and 60 degrees celsius.

I did a quick Google and it seems to be a common problem. Some folks had luck lowering their settings for rendering grass in the game.

I have the same problem...

I have aswell a R5 1400 (overclocked to 3.9 GHz) and a GTX 1050 Ti. I play on normal to high settings and in story I get fps from 70 to 100. Before I had the same results in Online.
If I go in online now I have lower fps (50 -70, mostly in 50s). I didn't had this in the past, it's very weird... This problem came about two weeks ago...
Its only in Online i have this issue.
