Low FPS, but low CPU usage and GPU usage

When I play some graphic intensify games. I get low fps, however when I check my performance it shows CPU usage isn't maxing out, nor is the gpu usage. For example when I play large maps on Space Engineers I get very low fps, yet there is still a lot of video memory, memory, and CPU usage available. So I cannot figure out what would cause it.

While this was happening I was looking at the performance tab on the task manager. I was only at 80% cpu usage, and using only 6 out of 16 gbs of RAM. So any help would be great.

Your CPU actually has high usage on 3 cores indicating that those are the bottleneck for that particular application. You can ignore "overall" CPU usage (63%) as it's a worthless statistic.

Try clcoking your K series CPU a little higher and see if performance gains.
