Low FPS Despite Good Graphics Card

For the past several months I have been getting very few frames per second when gaming. I am typically getting 20-30 while idle, and 3-18 while fighting bosses and such. The game that I mainly play is Runescape. This seems strange to me as I have what I believe to be a good graphics card, and as far as I know, Runescape is not a super graphically demanding game. I ran Gpu-z and my gpu load typically sits around 40% while playing. The maximum that it ever reached was 71% but that was very brief. It is not getting too hot; according to Gpu-z, it sits around 22-23 degrees Celsius. I am wondering if it is my cpu that is bottlenecking my gpu. Other than that, I really have no idea what could be causing this to occur. My cpu is fairly old, which adds to my suspicions that it may be the issue.

The graphics card that I am using is a NVIDIA GeForce GXT 1050 Ti. My cpu is an AMD A8-3850. The motherboard is a ATX: FM1 : DDR3 : Asus : F1A75-V PRO. As far as I know, my graphics drivers are up to date; I just updated them a couple days ago.

Any insight on what may be going on is appreciated.
 
Where do you live? Because 22-23C is VERY low and is consistent with very cold climates or the GPU seriously underperforming. Check your temps of the CPU as well please.
Also what is the make and model of your PSU? If you are not sure look inside your case.
 
The typical temperatures around where I live at this time of year are around 20-25 degrees Celsius. I usually keep it at around 18-20 inside the house. I did notice that the gpu was a little higher today, reaching around 28 degrees. I ran open hardware monitor to check the temperature of my cpu, and I am not sure which temperature value is the one you need, so here is a screenshot of it.

My psu is a Cooler Master GX 750 Watt power Supply.
