Low FPS despite good pc?

i7 4790k Stock
EVGA 1080ti
16gb Ddr3 2400mhz
1080p

Despite good settings I seem to drop frames on practically every game I play, I was comparing this to other people with my exact specs who seem to run games much better than me (So I know its capable of being much better), I was wondering if it could be something simple causing all these issues, thanks. (Also my graphics card and CPU never reach high temps when playing)

I've already tried the following:

>Unpacking all CPU cores
>Malware bytes/Virus scans
>Up to date drivers
>Nothing in task manager taking up much memory when playing
>Monitor plugs into GPU

What games? What kind of performance?

Heres a few examples of games:

Rocket League, (144 fps can drop to about 100fps (This sounds like it should be fine but it drops massively and its very noticeable)

Fortnite (Ew fortnite I know but it does the same, caps at 144hz 'monitors refresh rate' but will drop to around 80fps and the same with rocket league its very noticeable and almost unplayable at times)

Bf5, Tried running on ultra and got around 35-60 fps on some parts of the map, which it should be no where near this (https://www.youtube.com/watch?v=9l2QShtB-KY , somebody with practically the exact same specs running this fine on ultra)

If you need more game examples I can give more. Also my RAM is in 2 x 8gb sticks

Very odd.. what power supply do you have?

Have you looked at your CPU and GPU usage while in-game?

EVGA 650W Gold power supply

Bf5: Around 85-100% on the CPU, GPU averages around 60%

Rocket league: 80% CPU average, around 50% GPU usage

Have you checked your temps at all?

Temps are fine, around 65 degrees on the graphics card under a decent amount of stress, cpu around 60 degrees
