Low fps drops from Low gpu power usage

I have a regular dell inspiron 5537 Laptop there are no it runs on a normal intel gpu but it used to be able to run at 60-30 fps.
now in all games it constantly drops to 10 or less occasionally shooting back to the original 60\
Doing so digging into my gpu is seems that the drops happen when my gpu clock drops to 200 MHZ from 1000HZ along with my gpu power which drops to
1.3W from over 8W

I have tried
-Removing super fetch and everything else affecting the disk
-Done a clean reboot of the pc
-Overclocked the games
-Set my computer to high performance

So looking at your laptop you don't have a discrete gpu, its onboard Intel HD4400 graphics which the i7-4500u processes. The big problem that laptop has is thermal throttling the cpu at temps as low as 64C, so try giving it a good clean take the back off and blow out any dust, if that doesn't help try a cooling pad/stand.
It might be that your GPU is thermal throttling, if it gets too hot it'll cut clock speed and voltage to save itself from damage, try monitoring your temps while gaming, use msi afterburner to monitor.
 


I thought it might be throttling but the temp is usually under 80 and it does this even when i just start it with 60 degrees
I have been using gpuZ to monitor the
Gpu core clock
Memory clock
Cpu temp
Gpu power
Gpu load
Memory usage
And gpu temp

the only things that drop is the core clock which seems to mess up my mouse in games with it sliding around and the gpu power which i assume is what is making my game run slow
