Low Fps/Drops on Good Machine?

Hello, thanks for clicking on my thread. Hopefully, you may be able to help me figure out a sort of problem I might be having. Basically, whenever i play games, my fps is low, like I'm talking low 30's. The games I'm talking about are Rust, and Overwatch. I literally have to run these games at very low resolutions to be able to play, and I wish all the money i invested would actually pay put in good fps. I recently saw a nice deal for a 980ti from evga, so i bouight it, which I'm fairly sure it wont pair well to my cpu, but what would i need to get to make this card worth-while? Also, is my current cpu not being used at its fullest potential, why is the fps so low? is it supposed to be like that, how to fix?

AMD FX-8350 Eight-Core
Corsair Hydro Series™ H55 Quiet CPU Cooler (120mm Rad.)
ASRock 970 Extreme4
G.SKILL Ripjaws X Series 16GB (2 x 8GB)
GTX 970 Reference Card (980ti in the mail, arriving Dec. 1)
 
Could be many factors. Your ASRock 970 Extreme4 motherboard, your GTX 970's driver version (Latest Nvidia drivers are bugged, including 375.86 and 375.95). If you're overclocking your 970 Extreme4 board you could run into issues fast, as that motherboard is only a 4+1 phase and shouldn't actually be overclocked at all otherwise your CPU might throttle.
 


I am not overclocking the cpu currently.
